concrete foundations and asphalt driveways

This past November I had the exterior foundation of my house restucco/cemented. I have noticed that the color has turned a white powdery color, not in all areas of it but the majority. I have also noticed hair line cracks throughout.
I thought awhile ago I read somewhere that if the concrete mix had too much water in it and then laid it would turn this powdery white and would cause major problems later. ie: molding and chipping. Could this be my problem? And what shoudl I do to correct it.
At the same time I had a new ashpalt driveway laid. My issue with this is that I now have small size dips in the driveway, which hold water.
My concern is that it has to be completely removed again to be corrected.
I live in Connecticut and maybe the time of year when this work was done added to the situation.
