I never seen this problem listed. In order to flush the toilet you have to hold the handle down until the toilet has completely flushed. The second you let go of the handle, the flapper falls back down and cuts off the water into the bowl. It has a fairly new universal flapper on attached by a ring. The original flapper was attached just on the sides.
Any Ideas on how to fix this?
