Hello Coleen,
It's possible that the rollers have come off the track.
Use your fingers (carefully!) and feel if one or more rollers are off its track. You'll have to lift (one side at a time) the rollers back on track if not.
As for that "JUST a $3 part" thing--sounds an awful lot like "landlord speak" to me. If something is worn out, it might be necessary to pull the old part out to take to a hardware store for matching.
If it were me, I'd try to see if the roller trick works. If not, I'd try to get them to come out and fix it. What the heck, rental repairs are a business writeoff for them anyway!
