First of all you must shut off the boiler fill valve, and the gas supply valve. Then you should wait till the water is cooled off. You can then hook up a hose ton the drain cock, or put a bucket underneath to catch the water. let it empty as much as you can and then open up any baseboard air vents, starting from the highest point and working down. When you have no more water draining down you should then open any flow regulator to let the water drain in the reverse direction. When this is done you should have minimal water left in the baseboards. You can always blow air in the vents to clear more water out. When you cut the lines have a mop, rag, sponge, etc. as there will be some water left. You can cut the risers and then when you have the baseboard off you can pull up the riser and cut it flush, then it should fall below the floor, You should cap it or get a expanding plug to seal it.
