After changing the flapper on a toilet. I still experience the toilet somewhat "mini" flushing by itself. Is that because there is still water leaking through the flapper causing the water level to recede and thus causing the toilet to fill up again. We can hear the toilet sometimes doing its own "mini" or "quick" flush and cannot figure out why it's doing it.
