Turn off the water supply going to this troublesome toilet or it no individual shut off near fixture turn off the water to the whole dwelling. Remove the lid and note the water level in the toilet tank. Perhaps you could put a mark at the water line. Now wait about a half an hour.
Go back and check if the water level has fallen. If it has then you are loosing water through the flapper valve. Check your chain length (perhaps to short). Look under the new flapper that you just installed, How does it mate up with the surface of the flush valve? Is the flush valve rough? Run your finger over its edge. Is it smooth or are there rough edges? If that is the case then you will have to replace the flush valve. Is the trip lever sticking sometimes?
If the water stayed up to your water level mark after you turn off the water, then your fill valve is faulty. Check the float,is it water logged? If so you will have to replace. Perhaps the water level is set to high and the water is going over the overflow tube. See if you can adjust the float level. Turn the water back on if the , cehck to see if the water is going down the overflow tube. Adjust the float valve or replace the valve.
