It is best that you use wallpaper liner before trying to paper over paneling. This is a heavy "paper" that you apply like wallpaper, except horizontally. It will cover the grooves better.
If the paper did not adhere, sand the paneling lightly and prime with an oil primer first; I would use Zinsser's Cover Stain. When that dries, size the paneling and apply the liner. When that dries, size it before papering. The sizing is something like thin paste; it makes it easier to position the paper and improves adhesion. It will also make it easier to remove later if you wish.
