Hi Kenny,

Depending if the wallpaper is vinyl or, actually, paper, it could present problems.

Paint has water in it, and when the paint dries, it may shrink the paper which causes wrinkling. Also, depending on the 'texture' of the wallpaper, that texture may be seen 'through' the paint job.

It's best to just remove the paper. Buy yourself a Paper Tiger and some DIF (by Zinsser), at your local Big Box store. Follow the directions of the DIF to-the-tee! Use gloves to protect your hands from hot water, buy yourself one of those HUGE carwash sponges, protect any baseboard w/Painter's Tape (if necessary, or remove the baseboards), use the HOTTEST water possible that your gloved hands can stand, and go at it. Keep the 'teeth' of the Paper Tiger clean of debris as you go. WHen you're finished, mix a fresh batch of DIF and wash the walls, let them dry, prep them with Primer/Sealer, and top-coat the walls w/2 coatings.

You'll be much, MUCH more pleased w/the results. My best to ya and hope this helps.
