water damage crack in basement wall

This crack happened in 1962,the only repair was patching it. this year water is dripping through,and I have water on the floor. I live outside of Buffalo, N.Y. and the ground outside is wet, because of this,water is coming in. I don't know if I should remove the old patch, and repatch it. Or call a repair person, but I don't know who to call. HELP, JUDY
