Is cinder block foundation a huge risk?

Looking into buying a 1950's 1300 sq. foot house with cinder block/post&beam foundation. Cinder block are just plain(no mortar), 3 rows of blocks with minimum 3 blocks high. Do you think this a turn off for most people. What options are there to increase the safety factor without replacing the whole foundation? Does anyone know the range of replacing the foundation of a house?
