I used to have an old Victorian home circa:1843..all the floors were painted, what looked to be 3 coats of different colors. I had someone come in and sand the floors and seal them. It only took them a day or so to get all of them sanded..that was only one level though...anyway; they looked like new when it was done, so I would say sanding should do the trick.
