I've never worked on a marine toilet, but there has to be some way to shut off the water supply. If there is no water shutoff valve on the wall, you will have to shut off the house water to work on it. I suggest for starters you install a shutoff valve. Is the supply tube soldered in place? If so, you will have to cut it. If it is PEX plastic tubing, you need to call a plumber because it requires special crimping tools to connect PEX tubing.
Once you have that problem under control, it might be best to get rid of the thing and replace it with a standard toilet. You can get a Kohler Wellworth model for $99 and they are reliable and easy to work with. They require a standard toilet flange on the floor that is installed 12" center from the wall. Any other dimension is special order.
