I am a professional painter. To me, your question is very much similar to someone saying:
"I'm thinking of buying my neighbor's truck. Is $4000 a fair price for it?"
Get it? Details matter. In fact the variables I mentioned could potentially affect the price of a paint job by a factor of 10, or more. To answer the question as you stated it would be utterly meaningless.
