I am a builder in the south and have had two homes do this very thing. What worked for us was to "tuck point" any voids in the mortar and then apply a 10 year professional masonry sealer to the brick. It stopped the water and it has been over 2 years ago on one of the homes. It doesn't leave a sheen and the homeowners were pleased. So were we!
