I agree about the flashing. However, for this poor guy its a little to late unless you want to tear off brick and start again. So, my hint would be to tuck point all mortar joints with a "vulcum" type sealant and then apply a professional masonry sealant (pretty expensive stuff - but worth it) to the entire area that is possibly allowing in water. A tiny void in the mortar can allow buckets into your house!!!! Seal it!
