sump pump installation

We have had moisture seeping through our tile floors leaving behind stained grout and white residue-possibly calcium deposits. Insurance has investigated and decided it is due to a failure of the moisture barrier-they aren't responsible, of course. Would a sump system be the best way to avoid this from causing further problems? If so, do we have to hire someone special or would we be able to install this system? We don't know all the specifics of a sump system. Any guidance in insight is appreciated.
