Your Lowes or Home Depot should have special bits and screws that do a terrific job. I just finished a basement W/ concrete floor and block walls. The bit goes through them both like a hot knife goes thru butter. If you are worried about future leaks, place a bit of silicone caulk in the hole before screwing the stud to the block or concrete.
