Replace any tubes that have a darkened ends to see if that corrects the problem. But most likely the buzz is caused by a bad ballast. You can get replacement ballasts at a home center and they are not hard to replace. Make absolutely sure you get the right one or you are in trouble!
You will need 4 or 6 small blue wirenuts for each ballast; match the wire colors and you are in business.
