Poor curing

Your concrete is doing what it is doing because of poor curing and or a bad mixture of concrete for the climate conditions when it was poored.

Either one or a combination of both is the fault of the contractor. He ordered the mix, he poured it. He was responsible for the mix per the climate and the cure per the climate.
