Although it might sound like a great idea, the foam may cause problems. The expansion of the foam can actually be rather forceful and may push loose stones out of place. Minimal expansion does not expand as much, but it still can have a good deal of force.

Hard to say what the best route would be without seeing it, but I would probably consider a mortar mix first. Foam would be an option if there are not any structural concerns and the foam would not be exposed to the outside.

If you decide to go the foam route, it is available in 10lb cans with a nice hose and trigger assembly. Price per ounce will be more than the smaller cans, but you leave more product behind in several small cans than you will in one large container, so the cost works out about the same. The hose and brass trigger valve is a real advantage.
