Asphalt shingles are usually self-sealing. There is are strips of asphalt cement at the top of the shingle tab. The tabs of the overlying course lay on this adhesive. The adhesive is activated by heat, especially direct sun, and when the bonding process is completed, the shingles are tightly bonded and less likely to develop wind-related leaks and failures. If the roof was installed in cool weather, it may never have had a chance to bond, and hot weather should solve your problem.
It is also possible that the shingle exposure or nailing was done wrong. The exposure allowed and nailing schedule varies by manufacturer and style. Nails are normally driven 5-5/8 inches from end of the shingle tab (varies) and a minimum of 4 nails should be used, 6 in high wind exposure. There should also be a 15 lb roofing felt under the shingles.
