Is this a new roof? If so, it may have not had enough warm weather yet to allow the shingles to stick together. The sun has to warm the shingles enough for the spots of tar to soften enough to cause the top shingle to adhere to the shingle underneath it. However, if the roof were installed with improper spacing, you may not have the shingle tabs lying over the spots of tar and thus not holding them down against wind lifting. For common 3 tab shingles, the usual reveal is 5". Does yours exceed this by much? How old is the roof?
