my GE Electric range keeps tripping the GFI outlet!

I have a GE electric range where the codes require an "ELCB" earth leackage circuit breaker to guard kitchen outlets;

My problem is that the range trips all the circuits due to earth leakage, ie. it is sending current in excess of 100mA down the earth line!

Any ideas on how to work around this? I checked with a continuity tester and found that with the plug out, even the "Calrod" heating elements show continuity to earth pin!
