My suggestion? Under no circumstances to paint a countertop. I just laid cermaic tile down over my formica countertop - though I cheated.

I knew I'd be stuck for the better part of a day scraping and sanding the old counter tops (creating a horrible mess, not to mention losing valuable time) so I just cleaned off the countertops VERY well, and proceeded to cut some backerboard to form (though I extended the countertops out one inch) and screwed it down with drywall screws. Once in place, I just applied the adhesive and laid the tile.

So, what you can do is the same basic thing and paint the wood, if you would like to, though I think a painted countertop wouldn't last too long in an environment constantly exposed to the drops and spills that a countertop is.

Personally, I recommend a ceramic tile, but it's up to you!
