Sure, you can repair rust spots on a refrigerator, just like you would for any other steel item. For a professional job, an auto re-paint shop can do the job, but for a small area or two, you just sand down to the bare metal, coat with metal primer then your top coat. Keep in mind that it will probably be difficult to get an exact match for the white paint, due to yellowing over the years.
