Sagging floors

I recently (less than a year) bought my first house. I paid for inspection and other than a few minor things, was told the house was fine. I have noticed that the the floors leading to the dining room from the kitchen, as well as two of the bedrooms upstairs are sloping. I've had contractors look at it and am told that when they (whoever that is) installed the heating system, they cut a couple of major load-bearing floor joists to install the heating vents. My question is two part: 1. Do I have any recourse with the inspector? and 2. What can realistically be done to level out the foors without destroying the walls? Any suggestions would be greatly appreciated.
