Both outdoor spigots on my 1953 home have consistent leaks. It looks like the spigots are sweated onto the pipes, but they are covered with years of paint and it is difficult to tell. The ceiling in my basement is finished (plasetered) so I don't have access to interior shut off valves. Any suggestions on replacing / repairing these expensive leaks.
