A serviceman told me that if the problem was not in the adjstment controls and otherwise not obvious, try spraying chain,traveler assembly,and tube the traveler rides on with brake parts cleaner(available at local auto supply in spray can) to remove old grease that may be binding(more likely when colder) and causing sensitivity control to not act properly!
