Water Heater

We suspect some kind of issue with the water heater thermostat. The day after 100 degree weather, My hubby had a regular temp shower. My daughter and I cold. That sucked!!! When I checked the thermostat, it doesn't kick in to heat unless you turn it all the way up. So we can get hot water, it's just too hot ! AND I know it's a hazard leaving that thing to boil water when were away, so...COLD SHOWERS!!!
What should we do? Replace the thermostat or the heating element? How do we do it? How do we know where and what it is?
