I am an engineer at a TV station, and I am not familiar with a "mini state antenna".
You will always be able to get TV free (the way it was MEANT to be) if you have an antenna and are in range of a station's transmitting antenna.
In fact, it is one of the only ways to get a high definition digital signal if you have a hi-def set.
