I have had great luck by making a dam around the oil stain with non-clumping cat litter, saturating the oil stain with mineral spirits, and then adding litter to soak up and sweep up the mineral spirits. You may have to repeat once with heavy stains, but when the mineral spirits dry off, the concrete will be clean!
