This housewrap is an effective air and water infiltration barrier. The majority of existing housing stock does not include it. Before the invention of spunbond polyester, asphalt saturated felts were used to perform the same function. Provided the house construction includes a means of deflecting water that may pass through the siding, and proper flashing at openings, there are no forseeable future problems. House wrap remains optional, but some form of weather barrier should be used either on, or as part of the sheathing. Foam sheeting products don't require it, and felts remain a good less-expensive alternative for plywood or OSB sheeted structures.
