Condensation on windows is just an indicator of high humidity. Actually putting new windows in can make the problem seem worse. Check the Minnesota dept. of energy website for specific humidity level figures but 38% when its only 4 degrees outside is high. They also have pamphlets available on how to reduce condensation.
