What type of ceiling is it and what texture. If it is paper tile, replace, if it is drywall, patch damaged drywall, retexture and repaint. Find the root of the problem first. Sounds to me like there is too much humidity causing the cold air to condense or there is water leaking in from a source above the ceiling.
