new electric cooktop from gas stove

I have a gas stovetop right now and I want to change to electric stovetop. I call around and found out that I need a plumber to cap off (cost b/w $99 - $140) the gas line and an electrician (don't know how much yet)to convert to 220 power. Is this something I can do it myself? I found a electric cooktop at home depot for $179. + $59.00 installation.
