Yuck! I had the same problem in an apartment. Luckily, I moved a couple of months after the neighbor had moved in! Now am battling removal of smoke smell from clothing, and b/f's
van from when he lived with his mother, a very heavy smoker. I stayed there off and on and some of my things still smell like smoke. Your best bet, from what I've read although expensive, is an air cleaner designed specifically for smoke removal. If that's not an option, clean carpet as much as possible. Open the windows when theirs are closed. Use exhaust fans to help smoke "escape". I have read saucers of vinegar placed around a room help, but I wonder if that's more for "new" smoke. There are also foggers and smoke/odor neutralizers you can buy online, or like I did, from local industrial cleaning supply. Good luck!
