Demolition of residential structures which do not meet the NESHAPS definition of facility does not require notification. Residential home owners working on their own homes consisting of four or fewer dwelling units are exempt from notification and the air quality regulations from DEQ and worker protection standards from VA dept of Labor and Industry (DOLI) and Fed OSHA. If you hire a contractor, all licensing, notification and work practice standards and regulations are applicable to the contractor.
I believe you are required to properly package asbestos containing materials in properly labeled 6 mill bags and deliver them to a landfill authorized to receive asbestos containing waste.
The Virginia DEQ web sites are down this morning and I am unable to obtain the latest information. It has been several years since I was involved in commercial demolition, renovation and waste disposal activities in this jurisdiction. I suggest that you look up the DEQ web site later today to verify information on sites authorized to receive residential asbestos containing materials, or contact your local landfill to obtain instructions for disposal. http://www.deq.state.va.us
Be sure to take safety precautions to remove the asbestos siding in whole pieces as possible, and to wet materials with a soapy water solution (surfactant) to prevent dust. Also, it is a good idea to use a respirator equipped with HEPA filters (magenta). Shower and wash clothing after completing work to avoid spreading any stray fiber around the home; or use disposable Tyvek paint clothing or similar that you can dispose of.
