Sandstone Foundation in 110 year old home

One year ago we moved into a Victorian home with a sandstone foundation. The owners had painted it with a light colored terracotta paint. The paint is now peeling off and the sandstone is sluffing off in sandy like particles. There is also a planter box near the foundation. Question: What can we do to repair the foundation without ruining it and how do we remove the ugly paint. I'm sure they painted over the old foundation to cover up flaws and inconsistencies. Now it looks like moisture is beginning to take it's toll. PLEASE HELP, WE'RE DESPERATE TO GET THIS FIXED BEFORE THE FOUNDATION COMPLETELY DISINTEGRATES.
