sump pump

Drainage of rain water from yard is slow. We are installing a sump pumb at the end of our walkway where water collects. After we dig the hole should the liner or basin have holes drilled so the pump doesn't always sit in water. We have very heavy downpours and the water builds in the yard and has on several occasions come into the back room. We have all the equipment to install but not a basin or liner as yet. Should we drill holes in the basin close to the bottom or just let it stay solid, or have a bootomless basin with gravel as a base. Thanks for any help
