Decks can only be built on blocks so long as the blocks extended below the frost line for your region OR the deck is not fastened to the house.

IF the deck is on blocks below the frost line, it can be attached to the house.

Building the deck 'free standing' makes for less complications with removing siding and flashing to code.

Rememeber: if you use the new ACQ treated lumber you cannot (under most circumstances) use any type of metal flashing.
