I wouldn't use anything that sets up hard like that. You could actually break the toilet trying to get it off later. I have had to remove toilets that were set in grout by some lazy tile man. Really scary!
If the toilet rocks, use a plastic toilet wedge, available at a home center. Then caulk. I removed a toilet once that was leveled with pennys! Worked fine.
