roof drip edge on a flat roof w/ gutters

I am having a small addition done and it has a flat roof (pitch is 1" per 10'+/-..I am guessing) The contractor installed a rubber roof with a 90o drip edge. Gutters are to be installed. The drip edge hangs down about 2" with a 1/4 in 45o turn at the bottom. The edge will not overhang the gutter at all and contractor says he will tuck the gutter under the lower edge of the drip edge on the fascia board. This doesn't sound right to me. I don't see how you can "tuck" and inside or outside corner? Any suggestions?
