The gouges can be repaired by skim coating with drywall compound. The compound comes in several viscosities, and topping compound would be ideal for skim coating and shallow repairs, but general purpose will work.
To skim coat, you will need a large drywall blade 8 to 10 inches wide. The idea is to run a very thin layer over the surface that will fill the gouges and imperfections, but not leave bumps and ridges. Once the imperfections are filled, a light sanding will finish the surface. Then just prime and paint.
