You indicated you have a level of 9. First of all, 9 is not an excessive level. There are areas of the country where you can get a reading that high outside. In my opinion, this entire radon mitigation issue is being pushed by organizations such as the DNR in order to justify their existence. My opinion.
Having said that, your idea will probably work. But it may not be necessary to power vent the sump pit. If the pit is an open type, converting it to a sealed sump pit may be all that is necessary. If you do have to vent, it will be necessary to vent above the roof line. Code does not permit the venting of radon near ground level even if it is outside. I believe it is because this exhaust could have high levels of radon, and may find its way into the house through an open window, etc.
Even if you do need to vent, it may not be necessary to power vent. A vent stack up through the roof will probably be enough to lower your levels.
