Will a GFI (?) solve the problem?
Can it be the recepticle, itself?
What does the GFI do if the neutral is open?

it means that the white( neutral) wire from the circuit breaker box to the recepticle white wire connector (silver or nickel) is open or not connected somewhere in the wire run. typically, the wire has pulled out of the backstab connector on the back side of a recepticle somewhere in the run. it is a dangerous situation as there is no return for the outlet power
