There are addtional reasons wh you should NOT add tile over tile in this
case:

1. Paint inproperly adhered to the existng surface is no proper surface for new tile

2. Added tile may increase the dead load of the existng floor and joists beyond their recommended capacities.

In my humble opinion, it is NEVER the BEST option to add tie over tile when removal and replacement is called for.
