Can't say I blame you for wanting to get rid of them!
Think you will have to scrape them off, and it may damage the drywall in the process. But drywall is easy to repair. Easier than replacing the ceiling drywall.
Treat it somewhat like a popcorn ceiling; wet it down with a spray bottle, just in front of where you are scraping. Get it good and wet and use a wide putty knife. You may have to sand some of it off.
When through with all that, spray on a light orange peel texture to mask any remaining imperfections. If not too large an area, you can use aerosol spray texture. Otherwise, rent a hopper gun and compressor, or hire it done. Was this post helpful? Yes: or No:
