The bowl has lots of water and when flushed the water swirls around bowl. The water swirls through bowl and down drain but never gulps only swirls and it does not take contents down drain. What is causing this problem? If I put a toilet brush in bowl and flush, the brush slows swirling and the toilet flushes o.k. and takes waste. How can I fix this problem?
