First off, get a dry wall sanding setup. It will include a block and a broom handle attachment. Get the screen dry wall sandpaper and sand away. The spackle compound sands really easy. It makes quite the dust mess but you need to get it smooth. It will look much better and it's not that much extra work. The paint store, as recommended above, will know more than me, but I'm thinking you'll want to use different paint on the concrete than you use on the dry wall. I spilled interior paint on my concrete garage floor. I let it dry and it peeled right up for a very easy cleanup.
