You can paint over paint, in generalities, but don't try to use latex over oil enamel; it won't stick. If that is what you are trying to do, sand lightly and use liquid deglosser and then prime with an oil primer like Zinsser's Cover Stain. Then you can paint with either latex or oil enamel.
